As an attorney, Rebecca specialized in ensuring major corporations complied with environmental laws and regulations by leading internal investigations to improve their environmental practices, while maintaining profitability. She also oversaw and grew her office’s pro bono legal programs to include work in the critical arenas of civil rights, immigration, homelessness and domestic violence.Rebecca is the granddaughter of refugees, who came to the United States to escape the Holocaust. They were able to secure a sponsor, a stranger who made a great sacrifice to allow them to survive – and thrive – here in this country. Her grandparents’ experience has shaped Rebecca's perspective, inspiring her to help others in her own community.

Rebecca is a proud Bay Area native and a product of public schools. She graduated from the University of Pennsylvania and Georgetown University Law Center. She and her husband, Darren, live in Orinda with their three children.

Wade was overturned. She authored a bill that was signed into law and enacted the very day Roe was overturned to create a strong legal shield for California abortion providers and patients.Rebecca passed first-in-the-nation legislation that protects patients who come to California to seek abortions or reproductive care. Her legislation created a legal shield so law enforcement in other states cannot obtain personal digital data to prosecute patients seeking reproductive care. She is proud to have earned a lifetime 98% rating from California Environmental Voters.Rebecca has increased penalties for illegal water diversion and those who illegally dump garbage, worked to electrify and modernize California's ports to reduce pollutants from fossil fuels, and is pushing to fund a new hydrogen-fueled public transportation system extending to the Tri-Valley. She has heard directly from constituents who have been dropped by their carriers and forced onto the FAIR Plan — the state’s insurer of last resort — taking action to help families navigate the crisis and fighting for the comprehensive reforms Californians need.Rebecca has worked to modernize the FAIR Plan so it serves as a true safety net for homeowners who have no other options, pressed the Insurance Commissioner to move quickly on market stabilization reforms, and introduced legislation to prevent families from losing coverage due to administrative failures. Rebecca has built a national reputation as a leader on online safety, authoring groundbreaking legislation that sets the standard for protecting children in the digital age.Rebecca's comprehensive approach addresses the mental health crisis driven by social media addiction, the exploitation of children by AI technologies, the marketing of harmful products to minors, and the protection of children's personal data from corporate harvesting. She passed the critical Education Finance Bill to fund our public schools by bringing California's education spending up to the national per pupil average or higher. When budget decisions threatened California's public schools, Rebecca held her ground to protect funding, and pushed hard to have schools reopened as soon and as safely as possible.Rebecca continues to fight to keep college affordable so that every child has the opportunity to earn a college degree. She has passed multiple bills supporting college affordability and protecting students from predatory for-profit schools.<h5>Key Accomplishments:</h5><ul><li>School Funding (AB 39) – Brought California's education spending to national average or higher</li><li>COVID School Support (AB 86, AB 3001) – Protected school funding and pushed for safe, swift reopening; financed workforce housing construction</li><li>Student Loan Protection (AB 807, AB 769, AB 1860) – Removed income exclusions penalizing CalWORKs families; protected students from predatory schools; ensured forgiven student loan debt isn't taxed</li><li>California Promise Expansion (AB 1205) – Expanded program to improve on-time graduation rates at California State Universities</li><li>Sexual Assault Training (AB 1846) – Required victim-informed training for judges handling sexual assault cases</li><li>Parent Communication (AB 1838) – Required schools to provide notices and report cards in parents' primary language</li></ul>

That's why she's focusing on delivering resources that will ease regional transportation congestion, reduce traffic, and improve transportation options for everyone.In the Assembly, she's working to improve transportation options, find traffic solutions, and invest in crumbling infrastructure. She's helping to connect the Central Valley and Tri-Valley to the rest of the Bay Area with new green transportation that won't run on fossil fuels, and has helped cities and counties earn more funding from competitive state transportation grants.<h5>Key Accomplishments:</h5><ul><li>Green Transportation Funding – Working to fund and support new hydrogen-fueled public transportation extending to the Tri-Valley</li><li>Competitive Grant Success (AB 1475) – Helped cities and counties earn more state transportation funding by improving project efficiency</li><li>Infrastructure Improvements – Fighting to fix roads, make BART more reliable and safer, and create more BART parking</li></ul>Rebecca is a strong advocate ensuring our district has a voice to fight and deliver in Sacramento on these critical transportation challenges.

Electricity bills have surged and everyday costs from groceries to childcare continue to climb. That’s why she’s taking action to reduce costs and help local families.She has been an effective steward of state funds and protecting Californian’s hard-earned tax dollars. She has focused on protecting consumers and ensuring that taxpayers do not end up burdened with unfair costs — whether from utility companies, predatory businesses, or wasteful government spending.<h5>Key Accomplishments:</h5><ul><li>Saving Taxpayer Money Through Smarter Government (AB 2483, AB 1475) – Passed multiple pieces of legislation specifically crafted to save the state millions of dollars through smarter, streamlined fiscal practices. <h3>Holding PG&amp;E Accountable, Keeping Communities Safe</h3>As we face an unprecedented threat from wildfires, Rebecca has taken action to keep us safe and hold those responsible accountable, including PG&amp;E. She introduced the Utility Accountability and Wildfire Prevention Act and has secured critical resources for wildfire protection. She fought for and secured $3.5 million in new firefighting equipment for the East Bay Regional Park District, which oversees over 126,000 acres of parks, wildlands and open spaces in our community.Rebecca has focused on protecting and expanding open spaces to decrease the threat of wildfires encroaching into overbuilt areas, and on pushing for funding from the Governor's Office for construction of critical fire breaks that protect our communities. She's also passed legislation making utility companies pay for the fires they cause by preventing them from passing those costs to ratepayers.<h5>Key Accomplishments:</h5><ul><li>Utility Accountability (AB 2356, AB 2083) – Introduced the Utility Accountability and Wildfire Prevention Act and made utility companies pay for fires they cause</li><li>Fighting Equipment Funding – Secured $3.5 million for East Bay Regional Park District firefighting equipment to protect over 126,000 acres</li><li>Community Fire Safety – Delivered $800,000 for local fire district education programs on fire prevention</li><li>Fire Break Construction – Pushed for Governor funding for critical fire breaks protecting District 16 communities</li><li>Utility Notification (AB 3062) – Required electric companies to notify fire districts at least 24 hours before conducting controlled burns</li><li>PUC Conflict Prevention (AB 2054) – Prevented conflicts of interest in ratemaking by reforming Public Utilities Commission practices</li></ul>Rebecca continues pushing for expanded open spaces and critical infrastructure to protect our communities from the growing wildfire threat.

Wildfire Prevention

<h3>Transforming California's Mental Health Response</h3>Rebecca has become a key champion in combating the rising mental health crisis in our communities. In September 2022, Governor Newsom signed into law her landmark bill AB 988, the Miles Hall Lifeline and Suicide Prevention Act, which transforms the way California responds to mental health emergencies. The bill was named for Miles Hall, a 23-year-old who was shot and killed by police officers in 2019 during a mental health crisis.AB 988 implements 9-8-8, the national Suicide Prevention and Mental Health Crisis hotline, as an alternative to police response. A person in crisis can now call 988 instead of 911 to connect with mental health professionals, and will soon connect with mobile crisis support teams, reducing the role of police in crisis response. Calling 988 is saving lives – a recent study found that at least 1 in 4 fatal law enforcement encounters involves an individual with serious mental illness.<h5>Key Accomplishments:</h5><ul><li>Miles Hall Lifeline (AB 988) – Transforms California's response to mental health emergencies; created 988 crisis hotline as alternative to 911</li><li>Mental Health Privacy (AB 2089) – Implemented HIPAA protections for mental health apps, preventing them from harvesting and selling sensitive information</li><li>Social Media Warning Labels (AB 56) – Requires mental health warning labels on social media platforms for users under 18</li><li>Psychiatric Workforce (AB 2754) – Modernizes training requirements to increase pipeline of desperately needed psychiatric professionals</li></ul>
