Leading the Fight to Protect Reproductive Rights & Women's Healthcare
As Founder and Chair of the Select Committee on Reproductive Health – the first committee of its kind in the nation – Rebecca took immediate action after Roe v. Wade was overturned. She authored a bill that was signed into law and enacted the very day Roe was overturned to create a strong legal shield for California abortion providers and patients.
Rebecca passed first-in-the-nation legislation that protects patients who come to California to seek abortions or reproductive care. Her legislation created a legal shield so law enforcement in other states cannot obtain personal digital data to prosecute patients seeking reproductive care. She has been recognized as a national leader in the fight to protect access to reproductive care.
She has also led the fight to secure funding for menopause research and treatment coverage for the first time in state history, building awareness around an important issue that has been largely ignored by policymakers in the past.
Key Accomplishments:
Abortion Protection (AB 1666) – Signed into law the day Roe was overturned, creating strong legal protections for California providers and patients
Medical Privacy Shield (AB 1242, AB 254) – First-in-the-nation law that prevents law enforcement in other states from obtaining California tech company records to prosecute patients
Reproductive Health Data Privacy (AB 45) – Ensured personal and location data related to reproductive health services cannot be exploited or used to target patients, providers, or researchers
Interstate Medical Records Protection (AB 352) – Put up guardrails on cross-state sharing of medical records to protect abortion patients and providers
Reproductive Privacy Act Enforcement (AB 67) – Authorized the Attorney General's office to enforce the Reproductive Privacy Act
Crisis Pregnancy Center Accountability (AB 315) – Protected Californians from misleading advertisements by Crisis Pregnancy Centers
Reproductive Clinic Protection (AB 2099) – Increased penalties for harassing reproductive patients and providers
Menopause Care Equity (AB 432) – Passed with near-unanimous support; would have ensured insurance coverage for evidence-based menopause treatments and incentivized physician training
Rebecca continues fighting to ensure that a woman's right to choose is protected and that the privacy of both patients and providers is secured against extremist threats from around the country.
