Rebecca has consistently put our community first - building a proven record of working hard and making an impact on the issues that matter to local families. She has worked across the ideological spectrum, finding bipartisan and consensus solutions to some of California’s biggest challenges.

Education

As the mother of three school-aged children and a product of Bay Area public schools, Rebecca has made our local schools and student success one of her top priorities. She passed the critical Education Finance Bill to fund our public schools by bringing California's education spending up to the national per pupil average or higher.

Women's Health & Reproductive Rights

As Founder and Chair of the Select Committee on Reproductive Health – the first committee of its kind in the nation – Rebecca took immediate action after Roe v. Wade was overturned. Her bill AB 1666 was signed into law and enacted the very day Roe was overturned, creating a strong legal shield for California abortion providers and patients.

Keeping Kids Safe Online

As a mother of three children, Rebecca understands the very real dangers kids face online and has made protecting children from digital exploitation and harm a cornerstone of her work in the Assembly. She recognizes that while technology offers tremendous benefits, it also exposes our children to unprecedented risks.

Homeowners Insurance

Hundreds of thousands of Californians have faced non-renewal notices and skyrocketing premiums, including thousands of families in our community. That’s why Rebecca has made stabilizing California's homeowners insurance market a top priority.

Wildfire Prevention

As we face an unprecedented threat from wildfires, Rebecca has taken action to keep us safe and hold those responsible accountable, including PG&E. She introduced the Utility Accountability and Wildfire Prevention Act and has secured critical resources for wildfire protection.

Environment & Climate Change

As an environmental attorney and Chair of the Assembly Water, Parks and Wildlife Committee, Rebecca has made protecting our environment a top priority. Her determination to protect our environment and battle climate change is informed by her background as an environmental lawyer and her passion for solving problems.

Ensuring Ethical Artificial Intelligence Use

Rebecca understands the value of tax dollars and works hard to ensure state funding is used efficiently and effectively. During the COVID-19 budget crisis, she made tough decisions to protect essential programs while ensuring the state budget remained balanced. She's continued applying those same principles to be an effective steward of state funds.

Gun Safety

As a mother of three young children, Rebecca is committed to keeping California a national leader in gun safety policy. She has made gun violence prevention efforts a primary focus of her work in the Assembly. Rebecca has introduced and passed bipartisan bills that strengthen gun safety laws.

Mental Health

Rebecca has become a state champion in combating the rising mental health crisis in our communities. In September 2022, Governor Newsom signed into law her landmark bill AB 988, the Miles Hall Lifeline and Suicide Prevention Act, which transforms the way California responds to mental health emergencies.

Health Care

As Chair of the Assembly Privacy and Consumer Protection Committee, Rebecca is determined to protect people from a future where consequential decisions are made without their knowledge or consent. She has positioned California as the national leader in regulating Artificial Intelligence.

Transportation

Rebecca knows firsthand the transportation issues facing our community. Our roads are in rough shape, our infrastructure is crumbling, and BART has become unsafe and unreliable in recent years. That's why she's focusing on delivering resources that will ease regional transportation congestion, reduce traffic, and improve transportation options for everyone.

Other Important Legislation

Rebecca has authored and passed bills that correct injustices in other important areas. She's equalized criminal penalties for hate symbols, improved protections for workers in vulnerable positions, combatted harmful discriminatory gendered language, and protected the rights of youth in the justice system.
