She also oversaw and grew her office’s pro bono legal programs to include work in the critical arenas of civil rights, immigration, homelessness and domestic violence.</p><p><strong>Rebecca is the granddaughter of refugees, who came to the United States to escape the Holocaust. </strong>They were able to secure a sponsor, a stranger who made a great sacrifice to allow them to survive – and thrive – here in this country. Her grandparents’ experience has shaped Rebecca's perspective, inspiring her to help others in her own community.</p>

<p><strong>Rebecca is a proud Bay Area native and a product of public schools. </strong>She graduated from the University of Pennsylvania and Georgetown University Law Center. She and her husband, Darren, live in Orinda with their three children.</p>

<h4><strong>Leading the Fight to Protect Reproductive Rights &amp; Women's Healthcare</strong></h4><p>As Founder and Chair of the Select Committee on Reproductive Health – the first committee of its kind in the nation – Rebecca took immediate action after Roe v. Wade was overturned. She authored a bill that was signed into law and enacted the very day Roe was overturned to create a strong legal shield for California abortion providers and patients.</p><p>Rebecca passed first-in-the-nation legislation that protects patients who come to California to seek abortions or reproductive care. Her legislation created a legal shield so law enforcement in other states cannot obtain personal digital data to prosecute patients seeking reproductive care. She is proud to have earned a lifetime 98% rating from California Environmental Voters.</p><p>Rebecca has increased penalties for illegal water diversion and those who illegally dump garbage, worked to electrify and modernize California's ports to reduce pollutants from fossil fuels, and is pushing to fund a new hydrogen-fueled public transportation system extending to the Tri-Valley. That’s why Rebecca has made stabilizing California's homeowners insurance market a top priority. She has heard directly from constituents who have been dropped by their carriers and forced onto the FAIR Plan — the state’s insurer of last resort — taking action to help families navigate the crisis and fighting for the comprehensive reforms Californians need.</p><p>Rebecca has worked to modernize the FAIR Plan so it serves as a true safety net for homeowners who have no other options, pressed the Insurance Commissioner to move quickly on market stabilization reforms, and introduced legislation to prevent families from losing coverage due to administrative failures. She has also fought to ensure that as insurers return to the market, they meet their obligation to cover high-risk communities.</p><p></p><h6>Key Accomplishments:</h6><ul><li><p><strong>FAIR Plan Modernization (AB 290) </strong>– Passed with strong bipartisan support, required the California FAIR Plan to establish automatic payment systems and provide a grace period so homeowners don't lose wildfire coverage over a missed check</p></li><li><p><strong>Pressing for Insurance Market Reform </strong>– Advocated for the Insurance Commissioner's Sustainable Insurance Strategy, which streamlines rate approvals, allows forward-looking catastrophe modeling, and requires insurers to write at least 85% of their statewide business in high-risk communities in exchange for rate increases</p></li><li><p><strong>Creating Consumer Resources </strong>– Created a dedicated homeowners insurance resource hub to help constituents understand their options, including FAIR Plan coverage, Difference in Conditions policies, and surplus lines markets</p></li></ul><p>Rebecca remains committed to pushing for the comprehensive reforms needed to bring private insurers back to California while protecting homeowners from being priced out of coverage or left without options in the communities they've built their lives in.</p>

<h4><strong>On the Forefront Leading the Nation on Ethical AI Regulation</strong></h4><p>As Chair of the Assembly Privacy and Consumer Protection Committee, Rebecca is determined to protect people from a future where consequential decisions are made without their knowledge or consent. She has positioned California as the national leader in regulating Artificial Intelligence. In 2023, she introduced landmark legislation to prevent algorithmic discrimination to create a first-in-the-nation standard to prevent algorithmic bias.</p><p>Because AI is rapidly evolving, Rebecca believes the legislature must take action now to ensure AI is used ethically and responsibly, and in a way that benefits everyone. <p><strong>Rebecca understands the value of tax dollars and works hard to ensure state funding is used efficiently and effectively. </strong>During the COVID-19 budget crisis, she made tough decisions to protect essential programs while ensuring the state budget remained balanced. She's continued applying those same principles to be an effective steward of state funds.</p>

Rebecca has built a national reputation as a leader on online safety, authoring groundbreaking legislation that sets the standard for protecting children in the digital age.</p><p>Rebecca's comprehensive approach addresses the mental health crisis driven by social media addiction, the exploitation of children by AI technologies, the marketing of harmful products to minors, and the protection of children's personal data from corporate harvesting. When budget decisions threatened California's public schools, Rebecca held her ground to protect funding, and pushed hard to have schools reopened as soon and as safely as possible.</p><p>Rebecca continues to fight to keep college affordable so that every child has the opportunity to earn a college degree. She introduced the Utility Accountability and Wildfire Prevention Act and has secured critical resources for wildfire protection. She fought for and secured $3.5 million in new firefighting equipment for the East Bay Regional Park District, which oversees over 126,000 acres of parks, wildlands and open spaces in our community.</p><p>Rebecca has focused on protecting and expanding open spaces to decrease the threat of wildfires encroaching into overbuilt areas, and on pushing for funding from the Governor's Office for construction of critical fire breaks that protect our communities. <h2>Wildfire Prevention</h2>

<h4><strong>Transforming California's Mental Health Response</strong></h4><p>Rebecca has become a key champion in combating the rising mental health crisis in our communities. In September 2022, Governor Newsom signed into law her landmark bill AB 988, the Miles Hall Lifeline and Suicide Prevention Act, which transforms the way California responds to mental health emergencies. The bill was named for Miles Hall, a 23-year-old who was shot and killed by police officers in 2019 during a mental health crisis.</p><p>AB 988 implements 9-8-8, the national Suicide Prevention and Mental Health Crisis hotline, as an alternative to police response. A person in crisis can now call 988 instead of 911 to connect with mental health professionals, and will soon connect with mobile crisis support teams, reducing the role of police in crisis response.
